FEDERAL Resources Minister Gary Gray told the Africa Down Under conference in Perth this week that the 21st century would be Africa’s time to transition to prominence – reiterating the theme of a presentation delivered by now Prime Minister Kevin Rudd at the event last year.

It sounds perfectly plausible on first read but needs to be considered through the filter of African ministers speaking at the event demonstrating no real propensity for change in their messages to delegates...
